[cctbxbb] bootstrap script broken - more rotamer goodness

Hi Richard,

You are right - the bootstrap script actually exits cleanly.
However, this is the very last message the bootstrap script prints, so it fooled our user (and me) into assuming the exit was unclean.
(Screenshot attached. Smiley in prompt indicates exit code 0)

So this could also be fixed by a simple ‘bootstrap completed successfully’ message at the end.

We received an error report from a dials user that he could not install dials from source.
This appears to be caused by the mmtbx.rebuild_rotarama_cache command run after the compilation, which has been introduced in http://sourceforge.net/p/cctbx/code/21921/
I guess this needs either to be run conditional on the library being installed or be changed to fail gracefully.
