[phenixbb] refine occupancies for MET/MSE double conformations

Ralf,

it's not that uncommon. See for example:
http://www.rcsb.org/pdb/files/1ejg.pdb

Also, you may want to couple partially occupied residue's side chain 
with partially occupied water.
