[phenixbb] solvent flipping

Hi Mark,
At present in PHENIX we only have statistical density modification  
(using resolve). (With this formulation of density modification there  
isn't really any "flattening" or "flipping" but rather an "expectation  
of uniform density in the solvent region".)
