[phenixbb] Improved refinement method for low resolution data

Hi Florian,
addressing the issues related to refinement at low and very low
resolution is one of the primary goals of PHENIX development in near
future. It's too early to say what will be implementing exactly, but a
typical approach is to survey all available/possible options and either
choose the best one or elaborate even better on top of it - that's the
joy of coding things from scratch.
