[phenixbb] changing TLS groups mid refinement

Hi,

I'm getting ready to deposit some models and they have different FOBS
cutoffs.  I have been running PHENIX 1.6.1 (336) with the bare bones
inputs.  I am wondering why there is an FOBS cutoff by default, and
how that cutoff is determined?
