It partly depends on why the data are incomplete, but I'd certainly
avoid it for anything less than 90%, possibly 95% if I was feeling
especially paranoid.  The effect on map quality when you're at, say,
97% is very subtle, but as the completeness drops, filling in missing
reflections will mask major artifacts, which is dangerous.
