As the editor of the newsletter, let me address the "min/max" issue
and the authors can comment on it and the other questions. The small
squares you see are visible in the original word document but I
believe they are not important. When editing, there are a lot of
non-print characters and I think these where thought to be non-print
but in fact where not.
Regarding the meaning, I believe the function min(a,b) returns the
numerically smallest of a and b while max(a,b) ... This means that
outcome of the max() in the equation is never less than 0.9.

also, the 'min' and 'max' on p. 6 have small boxes under them [*] as if missing a character - are these integrals?
