Am I correct in saying that phenix.real_space_refine does not (yet?) have NCS _*re*_straints (that I need for refining a molecule with broken symmetry)?

yes, you are correct -- phenix.real_space_refine can only use NCS constraints, NCS restraints are not there yet. Pavel
