I earlier tried "high_resolution 2.0" which didn't work since I missed the '=' sign.
Maybe it's useful to print out options/examples. Currently, phenix.model_vs_data --help or (-h) gives

phenix.model_vs_data model.pdb data.mtz high_resolution=2.5
