Hi Jianghai,

it is available in cctbx and it is used as part of FEM, phenix.fem [*], and phenix.map_comparison [**] but there is no standalone user-accessible program that would take your map and turn it into rank-scaled one.

It is trivial to add so I'm adding it right now and chances are you will have it in tomorrow's nightly build.
