[cctbxbb] dropping Python 2.4 support?

Hi all--

Will it ruin anyone's work if we make Python 2.5 the minimum platform
for using CCTBX?  2.4 is now almost eight years old and the lack of
certain newer features (decorators, 'with') is starting to hold us
back.
