Done, flex.weighted_histogram - thought side-by-side better than changing much used functionality.

I use flex.histogram a lot but I'm not aware of a weighted histogram version. I guess best way forward is to add one next to existing implementation by overloading existing function.. Sounds about right?.

Don't want to break anything, will require the histogram itself being non-integral...
