[cctbxbb] Jenkins testing on cctbx branches other than master

Hello everyone,

As requested we now also run Jenkins tests on all branches that are not master.

The current settings are as follows: (this is currently exactly the same we do for testing on the master branch)
We test the following modules: libtbx, scitbx, cctbx, iotbx, rstbx, fable and dxtbx
The following other modules are present and configured: dials_regression, phenix_regression
The following modules are not configured: dials, xia2, xfel, iota, prime, simtbx
Let me know if you want any changes here.

Results will look like this: https://github.com/cctbx/cctbx_project/commits/testbranch
If you hover over the green tick mark (or the red cross) of the top 3 commits you see that these are results from cctbx-branch testing.

We do generate emails for failed tests and failed builds as usual, but there will be no 'this build is now fixed'/'back to normal' emails.
