[cctbxbb] Bootstrap on macOS Mojave

wxPython appears to not build on macOS Mojave - possibly updated C++ standards or something who knows? But I guess because we are fixed on an old (4 years, just about [1]) version of wxPython this should not be a surprise.

We should probably have some kind of answer for this though - thoughts?
