[cctbxbb] Bootstrap on macOS Mojave

Since this wxPython question depends on the conda move, I have added a “hold for conda” label.

However this means that anyone getting a new MacBook or updating will be unable to build e.g. DIALS until we have done the hold for conda work. This is a particular issue for me, though I can at least build on my other MacBook and copy across… but messy.
