[cctbxbb] How does Jenkins work?

Hi Takanori,

This appears to have been a configuration bug. I've made a change that
should prevent this from happening again - added the behaviour "Prune
stale remote-tracking branches". Looks like when trying to compare
failed, it defaulted to "something must have changed, so I shall run
the build", or some similar behaviour.
