[cctbxbb] construct hkl arrays from number of reflections and resolution

I would like a function that spits out an HKL array as a function of 
number of reflections, dmin and dmax. It's quite likely this has already 
been done somewhere in the CCTBX. Would anyone know if this is the case 
rather than me having to reinvent the wheel?
